On the rails adjacent to the barge ramp

We own a house at 22 Merindah (Merinda at the other end.. which is right?) St & have for 7 years. We visit regularly, & I can say that I am most at peace when I am there.
I have noticed at very low tide that adjacent to the Barge Ramp, & in direct line with the toilet block, that there is a pair of rails leading directly from the block..disappearing into the Bay. I had noticed even prior to this discovery, that if I was building a toilet block, I would have designed it very differently. Suffice to say.. it almost certainly never started as a purpose built toilet, but rather as a winch house for a either a lifeboat, boat repairs or even a railcart to pick up supplies from boats.
Can anyone enlighten me?
